Financial assistance for foster youth

The following scholarships and assistance are available to foster youth. 

Passport to College Promise Program

The Passport to College Promise offers assistance for foster youth who are under 22 and are emancipated from the foster care system. If you qualify, you may receive guidance on financial aid and a scholarship of up to $4,500, along with other assistance, that will go toward your tuition and living expenses for up to 5 years of higher education.

The Washington State Achievement Council (WSAC) and the Department of Social and Health Services (DSHS) will determine your eligibility for this funding source.

Education and Training Voucher Program (ETV)

The Education & Training Voucher Program (ETV) offers youth who qualify and are likely to age out of the foster care system up to $5,000 to attend colleges, universities, vocational, or technical programs.

Washington State Governor’s Scholarship

The Governor's Scholarship for Foster Youth helps young men and women from foster care in Washington State to continue their education and earn a college degree.
